As a small manufacturer, probably just a larger tooling workshop with a design bureau attached, they could be sourcing their glass lenses ans elements from larger manufacturers (even from Soviet occupied territory) and simply put them together in their own lens barrels. The Piesker designs weren't that complicated either - mainly triplets and later some 4-lens-designs.
