Is that just unlikely due to the extra costs (and the cheaper opportunity to correct some optical faults by software) or would major improvements be possible? I always wondered whether the recalculated Zeiss 21mm performed less well (according to mr. Nasse) than the C/Y mount version was due to the glass types selected athough the redesign came before the ROHS took effect.

I don't think that the ROHS-limitations are of any relevance due to the mass of varous optical glasses available today. Also Zeiss is far from beeing "gold standard" of lens technology, if you compare the lenses e.g. Sigma Art has shown us (as an example, other manufacturer to), there are enough options to design and produce premium lenses fitting the commercial objectives of the manufacturer. Even if those rules were of any relavance, I expect commercial aspects to have been much more relevant for Zeiss choice of materials, due to the massive improvements in glas technology to avoid the regulated materials.
